The core working group begins to discuss zoning language pertaining to vegetative buffers

In late 2007, the City of Charlevoix, Eveline, Marion, Hayes, Norwood and Charlevoix Townships were awarded a Partnerships for Change grant to convene a series of community-wide discussions to investigate options for coordinated land use planning and discuss the potential adoption of new land use policies.

 

After an initial review of the local planning and zoning policies and several discussions, a core working group (which included Charlevoix County) narrowed their focus to shoreline preservation - more specifically, vegetative buffers and water quality.  

 

The focus on vegetative buffers and water quality was initiated by local leaders who expressed concern about the overall water quality of the region's lakes, rivers and streams. In addition, local officials acknowledged the strong connection between water quality, community identity and the quality of life of Charlevoix Community residents.

 

For several months, the core working group conducted a thorough review and analysis of the vegetative buffer provisions in each zoning ordinance, noting specific differences and similarities in definitions, standards and format. The core working group then developed a series of recommended amendments for each zoning ordinance.

 

If adopted, the recommended zoning amendments will provide community-wide standards for vegetative buffers along lakes and streams. These actions will assure better, more consistent water quality protection in the Charlevoix Community while making local regulations more predictable for everyone.

 

With the zoning language recommendations in place, the core working group explored options for the creation of a new inter-governmental body, capable of continuing a forum for community-wide land use planning issues of mutual concern. After several discussions, the core working group determined to establish the Charlevoix Area Smart Growth Cooperative Planning Committee, under the Intermunicipality Committees Act (Michigan Public Act 200 of 1957). Consisting of two representatives from each participating jurisdiction, the new Committee is charged with conducting studies and making recommendations on land use planning topics and concerns.
