In 1996, the City of Eaton Rapids, Eaton Rapids Township, and Hamlin Township voluntarily formed an informal Council of Governments (COG). This group took up the mission to respond to increasing growth pressures in the Area in an efficient and coordinated manner. The result of their efforts was the first Eaton Rapids Area Plan – a document to help guide Area-wide development towards a desirable future. Over ten years later, the COG continues to operate in the spirit of cooperation. It is this commitment to collaboration that won the Eaton Rapids Area a Partnerships for Change grant to help revise the 1996 Area Plan.

Partnerships for Change is a program that provides grants of professional planning support and technical assistance to townships, cities and village for cooperative efforts that contribute to the preservation of cultural and natural resources. The Partnerships for Change Program is managed by the Land Information Access Association (LIAA) and sponsored by the Michigan Townships Association, Michigan Municipal League, Michigan Association of Planning, and Michigan State University Extension.

This website has served as the community resource for the Area Plan revision. Through this website, residents, business owners, local officials and interested citizens had direct access to the latest project news.
