Joint Planning Commission Meeting (Special Meeting)
Location: Government Center
Date: July 1, 2008
Time: 7:00pm


This meeting kicked-off the Partnerships for Change Sustainable Communities project. Meeting participants discussed the perameters of the Partnerships for Change program, issues and concerns related to the overall success of the project, and the preliminary scope of work.
In addition, the Joint Planning Commisison reviewed and discussed the necessary measures to formally kick-off the planning process, including the formal "notice of intent to plan."

Meeting participants discussed some of their initial concerns and issues with the 1994 Redevelopment Plan and identified new ideas for discussion, study and consideration. In addition, the Joint Planning Commission worked with LIAA staff to review and discuss the draft press release, additional data needs, the project website and the property owners association. 
Finally, the Joint Planning Commission, meeting particiapnts and LIAA staff discussed how to proceed with the formal review of current planning documents.

Meeting particiapnts discussed the manner in which the current Redevelopment Plan will be revised into a more efficient plan -primarily the goals & objectives (please see new table of content link). Meeting particiapnts also particiapted in a review of several "vision" statements in the current plan, noting changes in language on intent. Finally, meeting particiaptns discussed and planned for the first meeting of the property owners within the Commons.

This meeting provided an opportunity for property owners, business owners and residents of the Commons to discuss their preferred vision for the Grand Traverse Commons. Stakeholders were asked:
What do you love about the Grand Traverse Commons?
What are you most concerned about for the Grand Traverse Commons?
What is your vision for the Gand Traverse Commons in 2030?
Stakeholders were then asked to discriube the Strenghts, Weaknesses, Opportunities and Threats to the Grand Traverse Commons.
Joint Planning Commission Meeting (Special Meeting)

Due to a lack of quorum, no official decisions were made. However, meeting participants discussed working with the Recreation Authority and Otwell Mawby Associates on a design charrette/joint planning exercise concerning the Franke Road extension. Project particiaptns also agreed to work with regional stakeholders (i.e. MDOT) on discussions concerning Division Street and the entire circulation of the Commons. Meeting particiapnts also started to discuss a list of prelimoinary draft vision statements for the Commons. The draft vision statements were created in response to inpout from the JPC and the stakeholder meeting.

Meeting participants discussed collaboration opportunities with the Recreation Authority in regrads to the proposed southern access point (Franke Road) of the Commons. In addition, preliminary parking concepts for the Cathederal Barns were presented by the Recreation Authority. Meeting participants also discussed the proposed re-surfacing project proposed by the MDOT and some components of the overall vehicular circulation system for the Commons.

Meeting participants discussed vehicular circulation opportunties for the Commons - specifically connectivity within the around the entire Commons site. In addition, participants discussed opportunities for parking and new development.

Meeting participants continued to discuss the vehicular circulation opportunties for the Commons - specifically concepts for the south campus entryway and road design.

Meeting participants continued to discuss the vehicular circulation opportunties for the Commons. In addition, participants reviewed and discussed the goal and objective statements from the District plan - providing suggestions, comments and revisions.

In response from the notes and suffestions collected at the previous meeting, participants reviewed and discussed the preliminary vision statements. In addition, participants discussed objective and strategy statements concerning parking, site furnature and signage.

This public meeting provided an opportunity for citizens to provide comments and suggestions on several circulation related issues for the Commons, including the proposed south campus entry, 11th & Division and the street network. This meeting provided an opportunity to discuss the results from the public meeting regarding the transportation circulation system and the objectives and strategies for parking, streets, non-motorized transportation, landscape and entryways.

Recreation Authority & Joint Planning Commission  
Location: Garfield Township Officies
Date: April 23, 2009

This special joint meeting provided an opportunity for the Recreation Authority and Joint Planning Commission to discuss options and consider preliminary (illustrated) concepts for the new south campus entrance and overall campus circulation plan. Citizens were also given an opportunity to ask questions and provide comments and/or suggestions.

This meeting provided an opportunity to discuss additional comments/revisions to the vision, objective and strategy statements. In addition, planning commissioners reviewed and discussed preliminary future land use categories and a preliminary future land use map.

This meeting provided an opportunity to discuss the Barns Master Site Plan and south campus entrance, draft action policies and the draft future land use plan/map and the darft zoning plan/map.

The Joint Planning Commission used these three meetings to discuss the Future Land Use and Zoning Plan. In addition, the Joint Planning Commission discussed the last details of the draft master plan.  At the September 22, 2009 meeting the Joint Planning Commission passed a motion to accept the final draft plan and send it forward to the City Commission and Township Board for their approval of distribution (and initiation of the public comment period). A full copy of the draft master plan can be found in the Master Plan section of the website.  
Special Joint Planning Commission Meeting

Following an extensive public review and comment period, the joint planning commission hosted a public meeting (and public hearing) to discuss any final comments and suggestions on the draft master plan. In total, the planning commisison received official comments from the Recreational Authority , the Watershed Center and the Munson Medical Center (see links). In addition, there were comments provided by the planning commission and city/twp. staff. After some discussion, the planning commission decided to suggested approavl of the master plan, based on a handful of amendments. Following the meeting, LIAA worked to incorporate the amendment in a final draft document. The formal adoption of the Plan is scheduled for  Tuesday, December 22, 2009.
