The Southwest Council of Governments (SWWCOG), on behalf of the Village of Manchester, Manchester Township, Bridgewater Township, Freedom Township, Sharon Township and the Manchester Community Schools was selected to participate in the third round of the Partnerships for Change program. During this process, LIAA hosted educational sessions and provided information on various growth management techniques that led to the formation a Joint Planning Commission (under Michigan Public Act 226 of 2003) for four of the five jurisdictions. This is one of only a few joint planning commissions in the state.
