R. Clark Associates and the Land Information Access Association (LIAA) were hired to assist County residents develop community goals and create a draft of the final Plan. This stage of the process incorporated the work from
One County One Vision and the
Otsego County Fact Book. Funding for the final revision process is provided through a People and Land (PAL) grant.
In 2005, LIAA staff assisted with the development of the
Otsego County Fact Book. The
Fact Book serves as a data resource that provides the citizens and public officials of Otsego County with a factual basis for planning. The
Fact Book is a collection of information gathered from a broad array of local planning documents, published studies and references, and original research. The authors of the book include key community members, the regional planning agency, Otsego County staff members, and staff members of LIAA.

Through
Partnership for Change, representatives from the City of Gaylord, Livingston Township, Bagley Township, and Otsego County established the Gaylord Area Cooperative Planning Committee in November 2005. This Committee is formed under the Michigan Public Act 200 of 1957.
The Committee is made up of three designated representatives from each particpating municipality and was established for the purpose of "studying problems of mutual interest and concern, including land use planning, the delivery of public services, transportation, growth management and community development." The Committee is also charged with conducting studies and making recommendations on questions and concerns brought forward by each municipality.
