Dexter/Chelsea Community

To help address the region's growth spurt, local leaders formed two groups: the Chelsea Area Planning Team (CAPT) and the Dexter Area Regional Team (DART).  CAPT is comprised of the Chelsea Chamber of Commerce, the Chelsea School District, the City of Chelsea, Dexter Township, Lima Township, Lyndon Township and Sylvan Township.  DART is comprised of the Village of Dexter, Dexter Township, Webster Township, Lima Township, and Scio Township.

While having two overlapping jurisdictions (Dexter Township and Lima Township) CAPT and DART met separately for a number of years.  However, in 2005, the two groups formed an alliance to more effectively address community-wide issues.   At the time of their application, the group needed assistance with focusing on a single planning effort that would benefit the region.

Through a Partnerships for Change - Sustainable Communities First Step grant, the group determined that developing an Access Plan would be the best course of action.  The Access Plan will be a plan that provides for effective multi-modal transportation access to area-wide amenities (e.g. parks, schools, shopping) using bike lanes, sidewalks in the City and Village, trails, transit, and key roadways.  The group is currently working with Washtenaw Area Transportation Study, the Washtenaw County Road Commission, and a group of student interns to develop this plan.
